ISP vs Residential Proxies: Which One Your Job Needs | ProxyJam

Both products hand you an IP address registered to a consumer internet provider. A site looking either of them up sees a broadband company. On the one measurement people assume is decisive, they are identical, which is why the comparison is confusing before it is useful. The actual difference is whether the address stays yours. A static ISP proxy is one address, held for the period you paid for, used by nobody else while you hold it, and billed per address per month. A rotating residential proxy is access to a pool that hands you a different address per request or per short window, billed by the gigabyte you move through it. Everything else follows from that one difference: the price model, the way each fails, and the jobs each is suited to. Rotation is right for breadth and wrong for continuity, and the reverse is just as true.

The difference in one paragraph

A static ISP proxy is one address, held for the period you paid for. You know what it is, it does not change, and you are billed for holding it.

A rotating residential proxy is access to a pool. You connect to a gateway, and the provider chooses an exit for each request — a different one most times you ask, or the same one for a short window if you request stickiness. You never know the address in advance and you are billed for the traffic you moved.

Why the billing follows from the rotation

This is worth spelling out because it is the part that surprises people at the end of the month.

If an address is reserved for you, something is being held out of circulation on your behalf, so a provider charges rent. The price is per address, per period, and it is the same whether you push a megabyte or a hundred gigabytes through it. You decide the bill at checkout.

If no address is reserved, there is nothing to charge rent on. The only meterable thing left is traffic, so you are billed per gigabyte. That makes a small job genuinely inexpensive — and it makes the bill a consequence of what the target served you rather than a number you chose. A page that quietly starts loading video is a budget problem you discover afterwards.

What breaks, on each side

Rotation breaks continuity. A session that begins on one address and continues from another looks, from the far side, exactly like an account being handed to someone else. Login flows, carts, multi-step forms, anything holding server-side state, and any connection open long enough to outlive a sticky window: all of them fail, and they fail in ways that look like the target being hostile rather than the proxy being wrong.

A fixed address breaks breadth. One address making a thousand requests to a thousand different places is one very busy visitor, and against any target counting requests per IP, it concentrates all of the attention in one place. It is also simply expensive: renting an address by the month to use it for an hour is the wrong shape of purchase.

The question that decides it

Does the target need to recognise you?

If yes, you want the address to hold still, and rotation is the thing you are paying to avoid. If no — if being an unremarkable stranger each time is the advantage — you want the pool, and a fixed address is a liability you are paying extra for.

Most disagreements about this are really disagreements about which job is being done. “Scraping” covers both shapes, which is why the same question gets opposite answers from people who are both right about their own work.

Where they overlap, and how to handle it

Some programmes genuinely need both: broad discovery to find what is worth watching, then continuous observation of the few things that were. The mistake is running them through the same addresses.

Reputation attaches to an IP. Exploratory work on a target that turns hostile leaves a mark, and if the account you cannot afford to lose is behind the same address, the mark is now on that too. Buy them separately, use them separately, and let the cheap noisy work stay cheap and noisy somewhere else.

Is one of them more residential than the other?

Do sticky sessions solve the rotation problem?
