An ISP proxy is an IP address that lives on server hardware in a data centre but is registered to a consumer internet provider — the sort of company that sells home broadband. Both halves of that sentence matter, and almost every practical property of the product falls out of the combination. Because the machine is in a rack, the address is fast, always reachable, and does not depend on somebody’s home router staying plugged in. Because the registration says a broadband company, a site looking the address up sees a household rather than a hosting range. It is also static: it is allocated to one customer for the period they pay for, it does not rotate, and nobody else uses it in the meantime. The same product is sold under two names — ISP proxies and static residential proxies — and they mean the same thing. What follows is what each of those two facts actually buys you, and where the combination stops helping.
The two facts that define it
Where the machine is. The address answers from a rack, on a data-centre link. It does not depend on a household router staying plugged in, it does not share a domestic uplink with someone streaming television, and it responds at the speed you would expect from a server.
Whose name is on the address. When anything on the internet wants to know what kind of connection a request came from, it looks up which network announced the address. For an ISP proxy the answer is a broadband company. For an ordinary server it is a hosting company. That difference is public record, free to check, and it is the entire reason this product exists.
Put together: the performance of a server, and the registration of a household.
Why it has two names
You will see the same product sold as ISP proxies and as static residential proxies, often by the same vendor on two different pages. Neither name is wrong. The first describes whose network the address belongs to; the second describes what it behaves like — residential in character, static rather than rotating.

What an ASN is, and why it decides things
Networks on the internet are grouped into autonomous systems, each with a number. That number is attached to the blocks of addresses the network announces, and the mapping is published. Looking up which autonomous system announced an address is a single query, and it returns the operator’s name.
This is the check that separates the three proxy types in practice. A site does not need clever fingerprinting to notice a datacenter address; it needs a list of hosting providers and one lookup. That is why a datacenter proxy is transparent to any target that cares, and why an address announced by a broadband carrier reads differently — not because it is hidden, but because what it honestly says is different.
It also means claims about being undetectable should be read carefully. An ISP address is not disguised. It is registered to a consumer provider, and that is a fact rather than a trick.
What it is good at
Anything with a login. A session established from one address and continued from another is, from the far side, indistinguishable from an account being taken over. A fixed address removes the signal.
Anything that should be recognised. Allow-lists, API keys bound to an IP, partners who admit a named address. All of them need the address to still be yours next month.
Anything measured over time. Comparing this week against last week only works if the vantage point held still. A pool moves it every run.
Anything long-running. Connections held for hours do not survive the address underneath them changing, whatever the sticky window promised.
What it is bad at
Breadth. If the job touches a thousand domains once each, renting a fixed address is the expensive way to do badly. Arriving as a new visitor every time is the advantage there, and a rotating pool supplies it for a fraction of the per-request cost.
Volume against indifferent targets. If nothing checks who is asking, you are paying a premium for a property nobody is looking at. A datacenter address does that work for much less.
Being un-blockable. No address is. What a fixed, consumer-registered address buys is one fewer reason to be refused on sight, not immunity.
How it is priced, and why that follows
Because you hold one specific address for a period, providers charge for the address and the period rather than for the traffic. That has a practical consequence worth understanding before you compare quotes: a per-gigabyte product looks cheaper on a small job and becomes unpredictable on a large one, while a per-address product costs the same whether you move a megabyte or a hundred gigabytes through it.

Choosing between the three
The decision is usually one question: does the target need to recognise you?
If yes, you want an address that does not move, and the registration question then decides whether a datacenter one will do. If the target is consumer-facing, it will not, and you are looking at an ISP address.
If no — if being anonymous and plural is the point — you want a rotating pool and should not be reading a page about static addresses at all.
