When were the guidelines issued?

Bangladesh's Ministry of Commerce issued the Digital Commerce Operational Guidelines on 4 July 2021, days after a Bangladesh Bank notice on settling e-commerce payments; a draft had been reported in late June. A shop presents, as relevant, its trade licence, VAT registration number and TIN, or a business identification number, and every digital commerce business has a compliance officer who coordinates with the Department of Consumer Rights.

What deadlines run from payment to delivery?

The guidelines set deadlines in two steps: a product goes to the delivery agent within a fixed number of hours of full payment, then reaches the buyer within a fixed number of days, a shorter period inside the same city or village than to another one. If a delivery paid in advance is late, a full refund is due through the medium the buyer used. Full advance payment is limited to goods that are ready to ship.

When is payment released?

Under the Bangladesh Bank notice of 30 June 2021, for the digital commerce transactions it covered, the online payment provider releases the money once satisfied that the goods or services reached the customer.
