Each row shows the place our catalogue uses for a Latvian carrier. Latvian places have been regrouped more than once, so read the row as a label, and a geolocation database may use names of its own; the address comes from the carrier’s pool, and its town is not promised. Once issued, ask What Is My IP or the IP checker where they put it, and keep their answer with the date.
A Latvian checkout or sign-up form may ask for a municipality or a state city, and its list may predate 1 July 2021. Load the form from a Latvian address and read the list: one that still offers Jēkabpils or Valmiera as separate cities was built for the old map. A team testing its own form finds the stale entry before a customer does. Check the parish and town lists too, since the municipalities are divided into both and an old list may carry the old boundaries.
Geolocation records can carry a region name for a Latvian address. Store the name as the database gives it and map it to the current division yourself, because a record built before 2021 may name a unit that no longer exists, and since July 2025 Varakļāni belongs to Madona Municipality. Keep a small lookup table from old names to new ones, dated, and the mapping can be audited later.
A campaign divided between Riga and the rest of Latvia can be checked from a Latvian address for its country-level creative. City-level targeting depends on where a database puts the address, which we do not promise, so treat any city-level check as a sample and record the town the lookup reported. The country field, LV, is the part of the check you can rely on; the town is the part that tells you how the database has drawn Latvia's map.
Banking, health and government targets in Latvia are opened only after we have reviewed the request. Ask before ordering if you need one; the acceptable use policy names the categories.
The Saeima approved the reform on 10 June 2020, and the new division took effect on 1 July 2021. It replaced a long list of smaller municipalities and republic cities with far fewer units: municipalities, called novadi, and state cities, called valstspilsētas, with towns and parishes, called pagasti, inside the municipalities. Forms, registers and geodata built before that date describe a different set of units, and some of them may never have been updated.
Daugavpils, Jelgava, Jūrmala, Liepāja, Rēzekne, Riga and Ventspils keep governments of their own as state cities. Jēkabpils and Valmiera became part of their surrounding municipalities on the day of the reform, and Ogre belongs to Ogre Municipality. A page that lists Valmiera as a city with its own government describes the old map. The same goes for a dropdown that offers Jēkabpils beside Riga as a peer.
On 1 June 2021, a month before the reform took effect, the Constitutional Court found the annexation of Varakļāni Municipality to Rēzekne Municipality unconstitutional. Varakļāni stayed a unit of its own until it merged into Madona Municipality and ceased to exist on 1 July 2025. Latvia's historical lands are a cultural division, separate from all of this. The map therefore changed in 2021 and again in 2025, and data collected in between can carry either version, sometimes both at once. Date every list you keep.

The country and the carrier are fixed when you order, so the code carries neither. Put in the host, port, username and password that come with the address, send one request, and check that the response reports the country you ordered.
Questions about Latvian addresses and Latvia's redrawn map, answered against our catalogue and the sources noted above.
One carrier is listed for Latvia today: Lumina Broadband. We file these addresses under the network that announces them, which is the name an IP lookup returns. Nothing here says who operates the lines in your town or what your own connection runs on.
A Latvian form still lists Valmiera as a city because its list was made before 1 July 2021, when Valmiera joined its surrounding municipality. Record the list as you find it and compare it with the current division before you rely on the form's data. Jēkabpils changed status the same day, so a list that still shows one of the two likely shows both.
Some geolocation records for Latvia may use the old municipalities. A database built or last updated before 1 July 2021 can name a unit that no longer exists, and one from before July 2025 can still show Varakļāni on its own rather than in Madona Municipality. Store the region as the lookup gives it and map it to the current division yourself.
In Latvia, Daugavpils, Jelgava, Jūrmala, Liepāja, Rēzekne, Riga and Ventspils kept their own governments as the state cities of the reform. Other towns sit inside municipalities, Ogre in Ogre Municipality among them, which matters when a form asks for a municipality rather than a town. A dropdown of state cities that includes Valmiera or Jēkabpils is out of date.
Novadi and valstspilsētas are the two kinds of Latvian unit the reform created. Novadi are municipalities, divided into towns and parishes, called pagasti; valstspilsētas are state cities with governments of their own. A Latvian form may use either word, or an English equivalent.
Not necessarily. ProxyJam lists the network that announces the address; the registry record can name another holder, so check both with a lookup. IP Checker
No. A ProxyJam ISP proxy in Latvia is chosen by carrier, not town; the address comes from that carrier's pool, so look up where it surfaces once issued. What Is My IP
No. A ProxyJam IP in Latvia stays the same from the day you order to the end of the paid period.
ProxyJam has no free trial; a first order can be refunded within 24 hours, the window for testing the address on your own targets. Refund Policy
