The table lists the place under which our catalogue files each Portuguese carrier; read it as filing, not as location. Addresses come from the carrier’s pool, and the town a geolocation database reports may be a different one, so it is not promised. When the address is yours, check it with What Is My IP through the proxy or the IP checker, and note the country, the town and the network.

How do I audit Portuguese consumer pages from Portugal?

Is the complaints-book link where the law wants it?

A shop selling in Portugal must show access to the electronic complaints book on its site, visibly and prominently. A store that runs several country versions may build that link into its Portuguese version only, so the page to audit is the one a visitor in Portugal is served. Load the storefront from a Portuguese address, note where the link sits and whether it reaches the official platform, and keep the capture with its date. Check too that the link opens the official platform and not a contact form of the shop's own, because the complaint is meant to travel through the public platform.

Do campaign landing pages need the complaints link too?

The duty attaches to every website on which goods or services are sold, not only to the home page of the main shop. An agency can open each Portuguese landing page from an address in Portugal and confirm the complaints-book access is there before the budget starts spending, rather than after a customer goes looking for it and comes up empty. Pages built quickly for a single campaign may come from a template without the shop's usual footer, which is one place such a link may sit.

Can I check many Portuguese sites in one sweep?

A brand with several Portuguese storefronts, or an auditor reviewing a whole sector, can run the same check over a list of sites from one fixed Portuguese address and compare like with like. Portugal's consumer association did this for water, energy and communications providers' websites in 2018 and found many without the required access; a dated sweep of your own list shows where yours stand.

Do Portuguese banks and state services need verification?

A Portuguese bank, health service or state portal, a regulator's site included, belongs to the regulated sectors of our acceptable use policy: financial services, healthcare and government systems. Contact us before ordering so we can verify it.

How the Portuguese complaints book works online

Which decree-law covers the complaints book?

Portugal created the electronic complaints book, the Livro de Reclamações Eletrónico, with Decree-Law 74/2017. From 1 July 2018 it applied to suppliers of goods and service providers trading from a fixed establishment or by digital means, so online sellers are covered. The electronic book was added alongside the paper complaints book that a physical shop keeps, not in place of it.

Where must the complaints link appear?

Every website on which goods or services are sold has to show access to the platform in a visible place and in a prominent way. A business with no website must instead give an e-mail address at which it receives the complaints filed through the platform. The law sets the result rather than a design, so the access may appear as a footer icon, a banner or a line of text, and an audit has to look for each of them. A 2018 report on the new rule noted that the visible, prominent placement did not always happen in practice.

What does the single platform handle?

The official platform is livroreclamacoes.pt. Through it a consumer can file a complaint against a business, send a request for information to the relevant sectoral or market regulator, and look up consumer information. The complaint goes through that public platform rather than the shop's own form, so the link on the shop's site is the doorway to it.

Frequently asked questions

Questions buyers ask about Portuguese addresses and the electronic complaints book, answered from the decree, the sources above and our catalogue.

Which carriers do you list in Portugal?

ProxyJam lists these carriers for Portugal, spelled as the catalogue spells them: Lietpark Communications, Lumina Broadband.

Where on a Portuguese site should the complaints-book link be?

The complaints-book link on a Portuguese site should be somewhere visible and prominent, in the words of the law. It names no fixed spot, so look across the header, the footer and the checkout of the Portuguese version, and record where you found it, along with the date and the page address, so a later check can compare like with like.

What can a consumer do on livroreclamacoes.pt?

On livroreclamacoes.pt a consumer can file a complaint against a supplier, send an information request to the relevant regulator, and consult consumer information. It is the official home of the electronic book, and the address a shop's link should lead to.

Does the electronic complaints book replace the paper one?

No: the electronic complaints book does not replace the paper one. Businesses with premises keep the physical complaints book as well; the electronic one was added beside it for those who trade from a fixed establishment or online.

What if a business selling in Portugal has no website?

A business selling in Portugal without a website must give an e-mail address at which it receives complaints submitted through the platform, in place of a link on a site. The platform then forwards complaints to that address.

Is the carrier's name the company that owns the address?

Not necessarily. ProxyJam lists the network that announces the address; the registry record can name another holder, so check both with a lookup. IP Checker

Can I choose the town?

No. A ProxyJam ISP proxy in Portugal is chosen by carrier, not town; the address comes from that carrier's pool, so look up where it surfaces once issued. What Is My IP

Does the IP change during the period?

No. A ProxyJam IP in Portugal stays the same from the day you order to the end of the paid period.

Can I try it before committing?

ProxyJam has no free trial; a first order can be refunded within 24 hours, the window for testing the address on your own targets. Refund Policy

Is using proxies in Portugal legal?

We give no legal advice; check the rules that apply to your work. Some targets are reviewed before we enable work with them, as the acceptable use policy sets out. Acceptable Use Policy
