Where our catalogue lists each carrier in Ukraine

CarrierFrom / IP / monthWhere we list it

The table holds our catalogue’s filing for each Ukrainian carrier, a place name and nothing finer. Addresses are issued from the carrier’s pool, and a geolocation service may report a town other than the row’s, so we promise none. After issue, look yours up with What Is My IP through the proxy or the IP checker and log the country, the town and the network.

What opens first for a visitor in Ukraine?

What does a user in Ukraine get by default?

The rule is about what opens by default for users in Ukraine, so the faithful test is a visit from Ukraine. Load your site from a Ukrainian address in a clean browser profile, before any language choice is stored, and record which version appears. In December 2025 the commissioner said the complaints of 2024 and 2025 were mostly about sites that had a Ukrainian version but loaded another language first, which is exactly what this test catches. A site that decides from the browser's language settings rather than the visitor's country may behave differently from one that decides by location, and the capture shows which way yours went. If your site places visitors with a geolocation database, repeat the test from a second Ukrainian address on another carrier, since the result depends on how that database reads each address.

Must online stores offer the whole store in Ukrainian?

For an online store the requirement is a full Ukrainian version that is the main one. A retailer can go through its Ukrainian catalogue, product pages and basket from an address in Ukraine and check that nothing falls back to another language halfway, such as a confirmation screen or an error message that was never translated. Repeat it after each release, since a new page is one place a gap can open.

Can foreign sellers keep a shorter Ukrainian version?

A foreign business selling in Ukraine may keep less information in its Ukrainian version than in its main one, provided it is enough for a Ukrainian user to understand the business fully. A foreign brand can view its site from a Ukrainian address, see which version a local visitor is given, and judge that version on its own, without the main site open beside it. That judgment is the brand's own; what the capture provides is the exact version a visitor in Ukraine received, with its date.

Do Ukrainian banks, health and state services need verification?

Under our acceptable use policy, financial services, healthcare and government systems are regulated sectors. A Ukrainian bank, health service or state portal is opened only after we verify the request, so ask before ordering.

The Ukrainian-version rule, in three parts

Since when does the rule apply?

Parts 2 and 6 of Article 27 of the law on ensuring the functioning of Ukrainian as the state language took effect on 16 July 2022. They cover the online presence of businesses registered in Ukraine: websites and social media pages, YouTube, Viber and Telegram channels, mobile applications and similar resources. Each must have a main Ukrainian version that opens for users in Ukraine by default.

How does the rule differ for shops?

Online stores must have a full version in Ukrainian, and it must be the main one. A foreign business selling in Ukraine may offer less information in its Ukrainian version than in its main version, as long as a Ukrainian user can still understand the business fully. Goods with installed software sold in Ukraine must be localised with a Ukrainian interface as well, whether that interface is a screen or a set of physical buttons.

Who enforces the Ukrainian-version rule?

The Commissioner for the Protection of the State Language, a post Olena Ivanovska held in December 2025, enforces the rule and can fine managers and employees of companies, among others, with higher fines for a repeat offence. In September 2024 the commissioner's office cited Article 27 for sites with no Ukrainian version and for sites loading a non-state language by default. The commissioner has said that a missing Ukrainian version may indicate a deliberate violation by the owner. The commissioner has also noted that it may point to an owner who is not registered as a business at all. For a site serving Ukraine, a dated capture of what opened by default is a plain record of what users there were given.

Frequently asked questions

Questions about Ukrainian addresses and the default-language rule for websites, answered from the source above and our catalogue.

Which carriers do you list in Ukraine?

ProxyJam lists these carriers for Ukraine, spelled as the catalogue spells them: Lietpark Communications, Lumina Broadband.

Which language must a Ukrainian business's website open in?

A Ukrainian business's website must open in Ukrainian, by default, for users in Ukraine. Other language versions may exist, but the Ukrainian one is the main version and the one that opens first.

Does the rule cover apps and social media pages too?

Yes, the Ukrainian language rule covers apps and social media pages too. Besides websites it names social media pages, YouTube, Viber and Telegram channels and mobile applications used as a business's online presence.

Must a foreign company selling in Ukraine translate everything?

A foreign company selling in Ukraine need not translate everything. A foreign business selling in Ukraine may keep less information in its Ukrainian version, provided it is enough for a Ukrainian user to understand the business fully. Online stores are described separately: they need a full Ukrainian main version.

How should I test which version opens by default?

Test it from an address in Ukraine, in a fresh browser profile with no stored language choice, so the site decides on its own. Record the version that appears and the date; a test from abroad shows the default for somewhere else.

Is the carrier's name the company that owns the address?

Not necessarily. ProxyJam lists the network that announces the address; the registry record can name another holder, so check both with a lookup. IP Checker

Can I choose the town?

No. A ProxyJam ISP proxy in Ukraine is chosen by carrier, not town; the address comes from that carrier's pool, so look up where it surfaces once issued. What Is My IP

Does the IP change during the period?

No. A ProxyJam IP in Ukraine stays the same from the day you order to the end of the paid period.

Can I try it before committing?

ProxyJam has no free trial; a first order can be refunded within 24 hours, the window for testing the address on your own targets. Refund Policy

Is using proxies in Ukraine legal?

We give no legal advice; check the rules that apply to your work. Some targets are reviewed before we enable work with them, as the acceptable use policy sets out. Acceptable Use Policy
