Why does Utica mean arrivals?
Utica stands on the site of Old Fort Schuyler, grew into a textile hub that drew workers from far away, and in 2005 was called "the town that loves refugees" by the UN refugee agency. Its people came from elsewhere. So does an IP: it is issued out of a carrier's pool, not minted in the city on the label.
