A rotating residential proxy routes your request through a home broadband connection and hands you a different exit address on every request, or on a short timer. The pool is the product: you buy access to a large set of addresses and pay for the traffic you move through them, not for the addresses themselves. That billing model is what makes it right for breadth and wrong for continuity. Crawling a hundred thousand product pages wants a fresh address each time, because no single address survives that volume. An account you stay signed into wants the opposite, and a pool cannot give it — a session that changes network partway through reads to the platform as a takeover. ProxyJam does not sell rotating residential proxies today. They are drawn in the catalogue and every control for them is disabled. What we do sell is the fixed half of that trade: one address on a named carrier, priced per address per month.
Three things happen between your client and the target, and understanding them is most of what separates this product from a fixed address.

A site that saw you as one visitor and now sees another mid-session has every reason to treat the second one as a hijack. Sticky windows shorten the problem; they do not remove it, because the window ends whether or not your work has.
Per-gigabyte pricing means the invoice is a consequence of the job rather than a decision you made in advance. A page that quietly starts serving video is a budget problem you find out about at the end of the month.

Only within a sticky window, where a provider offers one, and only for as long as that window lasts. The window is a timer, not a lease: it ends on schedule whether or not the thing you were doing has finished. If your work needs the address to survive an hour, a login or a renewal, a timer is the wrong mechanism.
Because nothing is reserved for you. There is no address sitting idle in your name between requests, so there is nothing to charge rent on, and the only thing a provider can meter is traffic. That is genuinely cheaper for short, light, occasional work. It is genuinely unpredictable for anything that loads images, video or a heavy front end.
It is better at spreading attention and worse at building trust. Requests arriving from many networks are harder to attribute to one actor, which helps on targets that count requests per address. On targets that recognise returning visitors, a familiar address that has behaved consistently is the stronger position, and rotation throws that away on every call. Neither model is unblockable, and anyone telling you otherwise is selling.
From consumer devices whose owners agreed to route third-party traffic, usually in exchange for a free application or a share of revenue. How clearly that consent was obtained varies a great deal by provider, and it is the question worth asking before you buy from anyone in this category, including the people who make the loudest claims about it.

It depends on whether the target knows who you are. Scraping public pages across many domains favours rotation. Scraping anything behind a login, anything that keeps a cart or a session, or anything where you have been allow-listed favours one address that does not move.
